The Moroccan Foreign Affairs Minister, Salaheddine Mezouar, speaking at the high-level session, which inaugurates the second week of negotiations under the UN Climate Conference (COP21), called to make "mutual concessions, which transcend the individual interests of time and naturally favour the long-term collective interest ". ҬҬThis agreement so desired will be beneficial for all the parties, particularly developing countries, including countries from Africa and Latin America the least developed and small island states most vulnerable to climate change, stressed the Minister. Mr. Salaheddine Mezouar called, in this regard, that all efforts be made to achieve an international consensus on a comprehensive legal instrument, operational, balanced and universal. The Paris Agreement shall incorporate the principle of differentiation, enshrine the right to sustainable development and provide adequate financial support, capacity building and substantial technology transfer to the ambitions, for an energy transition beneficial for all, Mr. Salaheddine Mezouar said.

Furthermore, Mezouar said Morocco is committed to continue the momentum of this international conference and carry it even further, expressing the ambition of United to make the COP22, to be held in November 2016 in Marrakech, a milestone in the implementation of the Paris Agreement and consolidating the momentum through the Lima-Paris Agenda climate. In his address at the opening of the session, the United Nations Secretary General Ban Ki-moon stressed the need to conclude an agreement that maintains the rise in global temperature to below degree Celsius, knowing that for many countries, including those located at lower elevations and the least developed countries, even an increase of 1.5 degrees will have serious consequences.
"The current target is the bare minimum we must have the ambition to go beyond," he said, calling for provision in the agreement of five-year cycles, from 2020, for States reviewing their commitments and strengthen the basis of available scientific data. The agreement should also ensure that developing countries, particularly the poorest and most vulnerable among them, benefit from an adequate and balanced support in terms of climate change adaptation and mitigation effects of climate change, said the UN official.----------------------------------------------------------------------------------------------------------
ҬThis session was attended by ministers and representatives of 150 countries involved in the negotiations of the COP21, which have particularly emphasized the importance of taking into consideration, in the future agreement, all aspects of the climate issue, both in terms of mitigation of global warming, adaptation to climate change or support the most vulnerable countries.
