The Secretariat of the Climate Convention today presented its summary report on the effect of national contributions published before October 1 by 146 States, ahead of the Paris conference. I urge all countries to do so before the start of the conference.
The report shows that national contributions are used to change the situation and lead us away from the worst, ie a warming to 4 °C - 5 ° C or more. It confirms that it is possible to obtain a trajectory to limit warming to below 1.5 -2 ° C by the end of the century, but this involves further efforts in time.
Some estimates place us on a trajectory of an increase between 2.7 ° C and 3 ° C by the end of the century. This confirms the importance of reaching Paris at the COP21 agreement that sets the rules for periodically revise upwards the national contributions.--------------------------------------------------------------------------------------------------------------------------------------
Beyond the targets for reducing greenhouse gas emissions, contributions include elements on ambitious sectoral policies (renewable energy development, energy efficiency ...). That process has genuinely compartmentalise the climate issue in many countries, especially by involving civil society in the preparation of the debate.-------------------------------------------------
I will receive from next week in November in Paris, during the Pre-COP some 80 Ministers are coming to discuss all major elements of the agreement, that will enable progress on these core issues of ambition continue and the long-term objective.
The national contributions of the process is a first in the history of climate negotiations. This is a solid foundation for the essential success in Paris. Laurent Fabius, French Minister of Foreign Affairs, and Future President of the COP21.
