They can be obstacles to the proper understanding of the rules and discourage project developers wishing to receive support from the European Union. It is therefore important that Europe finds solutions to offer a clear reading, simplified and therefore more effective rules. "So I proposed to the Commission, on behalf of all Member States, ways to reduce and simplify these rules."
