USPA NEWS - Saturday May 9, 2020, the Senate adopted, by 252 votes for and 87 votes against (see the results of the public ballot), the conclusions of the joint joint committee (CMP) on the bill extending the state of health emergency and supplementing its provisions. TheFrench president of the Senate Gerard Larcher (Les Républicains) confirmed to seize the Wise on Saturday evening, to make sure that the measures implemented are "necessary and adapted to the circumstances". On Sunday, sixty-three deputies from the socialist and communist groups, La France insoumise and Libertés et Territoires lodged an appeal with the Constitutional Council after the text was adopted.

The president of the Senate Gerard Larcher (Les Républicains) confirmed to seize the Wise on Saturday evening, to make sure that the measures implemented are "necessary and adapted to the circumstances". On Sunday, sixty-three deputies from the socialist and communist groups, La France insoumise and Libertés et Territoires lodged an appeal with the Constitutional Council after the text was adopted. After a hectic week and final negotiations between deputies and senators, the Parliament definitively adopted on Saturday evening the extension of the state of health emergency until July 10 in the face of the epidemic of the coronavirus. Deputies and senators have notably found a compromise on the implementation of a follow-up of coronavirus patients and contact cases, thanks to a file, in connection with Health Insurance. Parliamentarians have attached guarantees to the creation of this file, which is different from the STOP COVID-19 application project. They notably limited data backup to three months.  THIS TEXT MEANS NEW CONDITIONS OVER THE EXTENSION OF THE STATE OF HEALTH EMERGENCY------- · Extend the state of health emergency declared by the law of 23 March 2020; · Adapt the regulations on travel, transport and the opening of establishments open to the public and meeting places, with a view to deconfinement; · Specify the quarantine and solitary confinement regimes; · Expand the list of persons empowered to ascertain violations of the state of health emergency measures; · To create an information system to combat the covid-19 epidemic, gathering data on people affected by this virus and those who have been in contact with them. This text was adopted at first reading by the Senate on May 5 and by the National Assembly on May 8. A CMP responsible for proposing a text on the measures under discussion met on May 9; she reached an agreement.   Among the contributions of the Senate to the text from the CMP are: - a clarification of the conditions for assessing the criminal responsibility of persons, in particular employers and local authorities, in the context of the state of health emergency - better supervision of contact tracking files: · Exceptions to medical confidentiality limited to 6 months after a state of health emergency; · A 3-month limit for processing the data collected; · Health data relating only to virological status and diagnosis; · A possibility of opposition for contacts registered by third parties; · No confusion with the future StopCovid application. Source : French Senate
