FRENCH SENATE CONSULTS THE LOCAL ELECTED ON DIFFICULTIES IN MANAGING SANITARY

THE SENATE CONSULTS LOCAL ELECTED OFFICIALS ON THE DIFFICULTIES ENCOUNTERED IN THE MANAGEMENT OF THE SANITARY CRISIS. The state of health emergency to deal with the COVID-19 epidemic has placed local elected officials on the front line to maintain essential public services and meet the expectations of the French. The delegation to local authorities, chaired by Mr. Jean-Marie Bockel (Haut-Rhin - Union Centriste), is today launching a consultation with local elected officials to gather their opinions and testimonies on the difficulties they experience in the fight against the COVID-19 epidemic and emergency management. Herve Morin meanwhile, President of the Region of Normandy, said on twitter: "Local authorities have gone far beyond their field of competence to go and put their toolbox on the table and find solutions"
Local elected officials are indeed confronted with "the multiple demands of fellow citizens on subjects within their competence" (information on the closings of schools, crèches, sports facilities or food markets) but, as Mr. Jean notes -Marie Bockel, "they also support the population with regard to instructions that do not fall directly within their remit" (provision of exit certificates, health instructions, etc.) or "by being directly involved in the control of containment and health security “(purchase of masks, disinfection of public space, curfew, etc.). Local elected officials can respond to this digital consultation on the dedicated platform accessible on the Senate website. They will be able to freely share their initial feedback and express their feelings on the resilience of local authorities in the face of the epidemic. Are they properly supported by the state? Do they have the necessary means, with what legal certainty and what health guarantee for public officials? The challenges are very diverse in nature, whether it be the local implementation of public health measures, in particular with regard to the specificities of their territory, or initiatives taken to meet the needs of their citizens.
THE OBJECTIVE OF THIS CONSULTATION IS TO IINFORM THE PUBLIC AUTHORITIES ABOUT THE NEEDS OF LOCAL AUTHORITIES
"The objective of this consultation is to inform the public authorities about the needs of local authorities in this period of crisis," said Jean-Marie Bockel. The Senate undertakes to transmit this feedback to the Government and will ensure that each local elected representative can find suitable answers to his questions.
