FRENCH JUSTICE ANNOUNCES MANY STRUCTURAL REFORMS BY 2022
TO MEET EXPECTATIONS OF THE PEOPLE

During the Council of Ministers of October 4th, its has been decided by the President Macron in one with his promises of campaign, that Justice is a quinquennial priority. The 2018 budget reflects this: + 3.9% increase in loans in 2018 compared to 2017. This effort will be sustained over time, and the law for programming for justice that will be presented in early 2018 will confirm this progression for the next few years.
However, the budgetary effort, as considerable as it is, will not be enough by itself to restore our justice.
Beyond the numbers, the law of programming must be used to launch the structural reforms necessary to renovate the public service of justice by 2022.

In a state of law, nothing is possible without a strong jus- tice. If it is slow, distant or inegalitarian, or even just too complex, trust is weakened. [...] From 2018 a five-year law for the programming of the means of justice will be presented to the Parliament. The construction of 15,000 prison places is a strong commitment of the President of the Republic, it will be held. Part of the answer will come from the refreshing of the means of justice in the framework of a law of programming whose draft budget law for 2018 is a first step. But these means must be accompanied by a deep transformation on two major topics: improving the day-to-day functioning of the justice system and the effectiveness of the sentences.
On these two subjects, the theoretical reflections were numerous. But the reforms, poorly adjusted or too late, did not achieve the expected objectives. The actors of justice are waiting for a real action plan.
This plan of action must favor a global approach to deal with all issues related to the transformation of justice. It must be developed in a timely manner so that the necessary reforms can be made quickly. AGENDA AND ROADMAP OF THE 2017-18 JUSTICE WORK SCHEDULE AND DIGITAL CONSULTATION-----------
Here are the important dates to remember in the calendar of the yards of Justice for the months to come:
October 5 and 6, 2017: Launch of justice projects
January 15, 2018: Presentation of the conclusions of the various projects
1st semester 2018: Presentation of the project
2018 - 2022 justice programming law and criminal and civil simplification bills.
On the other hand a digital consultation will be organized in conjunction with the State Secretariat in charge of Digital to bring up the expectations and innovative initiatives of the various players in the world of justice. It will enable us to target the priorities to be attained and to register them within the framework of the law of programming in view of the means allotted to justice within the framework of the Big Investment Plan.
