The Tennessee law reportedly was modeled after a 14-year-old law in North Carolina, under which the state had collected $83 million since its inception at that time. At least 22 other states tax illegal drugs and according to the Tennessee Department of Revenue, a 10-person tax agency was created to collect the tax from drug dealers who go to any of the state revenue offices within 48 hours of coming into possession of illegal drugs. When the dealers pay the tax, they receive a stamp to show the tax has been paid. The dealer is not required to provide any identifying information. In addition, it is said that state tax collectors were prohibited by privacy laws from reporting drug dealers to police.
This 'stamp of approval' appears to put them in a light of violating title 18 section 3 of the United States Code.
Monies collected from the tax will go to the law-enforcement agency making the drug bust, as well as the state's general fund.

If that local drug dealer pays taxes on those drugs then federal funds dispersed for application to citizens can then be used for application to the state and law enforcement agencies.

Despite Mandy C. Deprato testifying under oath to her drug use and the use of state funds to buy those drugs, Linden Sheriffs have turned their heads to look away upon her abducting 2 children, and have left those 2 children alone with known drug users. The Tennessee Governor has yet to respond for comments and the local sheriff department deputy refused to enforce a child return court order.
It would appear in Linden Tennessee it is perfectly legal to defraud the government for funding, do illegal drugs, distribute illegal drugs, abduct children, harbor abducted children and participate in acts under color of law as long as you pay your taxes.
